Since October 2024, the Port of Halifax has faced a series of challenges that have disrupted terminal operations and extended dwell times for cargo:<\/p>\n\n\n\n

Key Challenges:<\/h3>\n\n\n\n

  1. Increased Vessel Calls and Volume<\/strong>
    A surge in vessel calls and container volumes since October has overwhelmed the terminal\u2019s capacity, causing significant delays.<\/li>\n\n\n\n
  2. Digital Transition Challenges<\/strong>
    The implementation of a new Control Center and Vehicle Mounted Terminals (VMTs) in September replaced the traditional pen-and-paper system. Terminal staff faced a steep learning curve, resulting in a 20\u201330% drop in rail productivity.<\/li>\n\n\n\n
  3. Equipment Maintenance Issues<\/strong>
    Constant deployment of equipment to handle increased container volumes disrupted preventive maintenance schedules, leading to equipment shortages, further aggravated by a lack of skilled mechanics.<\/li>\n\n\n\n
  4. Labor Shortages<\/strong>
    Chronic labor shortages, exacerbated by the holiday season, reduced workforce availability, hindering operations.<\/li>\n\n\n\n
  5. Adverse Weather<\/strong>
    Severe snowstorms and strong winds in December led to a four-day terminal closure, worsening operational delays.<\/li>\n\n\n\n
  6. Rail Handling Limitations<\/strong>
    Limited space at CN Rail\u2019s offdock facility in Halifax created bottlenecks, despite adequate rail car supply. CMA CGM was unable to dray containers effectively to alleviate congestion.<\/li>\n<\/ol>\n\n\n\n

    • Average dwell time:<\/strong> 10.7 days.<\/li>\n\n\n\n
    • Prolonged container dwell:<\/strong> 652 containers delayed over 17 days, some exceeding 31 days.<\/li>\n\n\n\n
    • Rail production capped at 300 containers\/day<\/strong> against a backlog of 4,000 containers, requiring at least 14 working days to clear under current conditions.<\/li>\n<\/ul>\n\n\n\n

      Corrective Actions:<\/h3>\n\n\n\n

      The terminal is implementing several measures, including:<\/p>\n\n\n\n
